| Our environmental services also include subsurface soil and groundwater
contamination delineation studies as well as landfill monitoring and
post-closure site care, methane assessments and monitoring, wash system (both
POTW discharge and closed-loop systems) permitting, construction oversight and
media remediation.

surveys, asbestos containing material (ACM) inspections and lead based paint (LBP)
assessment reports.

ENVIRONMENTAL HISTORY: Whitaker
Laboratory, Inc.
has been involved in the environmental field for approximately 20 years and performs,
on average, 150 Phase I and Phase II Environmental Site Assessments per year. Initially,
our early work was related to water testing at various industrial and
municipal sites in the Georgia and South Carolina area.
We began doing Phase I and Phase II Environmental Site Assessments (ESA’s)
as well as Transactional Screening Assessments (TSA’s) approximately 17
years ago, as sophisticated lenders and developers became aware of the
liability they assumed in acquiring or financing new projects.

New laws, both
material and local as well as the newly adopted Environmental Guidelines of
ASTM 1527-05 and the 2006 AAI (All Appropriate Inquiry) Federal Legislation,
have made
it impossible to ignore the necessity for liability protection such
as the all important “innocent landowner” defense as well as providing
lending institutions safeguards against possible financial damage as the
result of undiscovered present or past environmental contamination. Initially,
our main consideration was for landfills and chemical dump sites.
More recently other factors such as petroleum contamination, asbestos
containing materials (ACM’s) and lead based paint (LBP) contamination have
come to the forefront of environmental assessments. In some environmental
situations, radon gas, methane gas, radioactivity and subsurface corrosives
within soil and groundwater are also a consideration. |
| In consideration of our environmental services, Whitaker Laboratory,
Inc. specifically conducts Phase I and Phase II ESA’s as well as
pre-purchase and exit TSA’s for banks, municipal governments, and private
industry. We also perform subsurface soil and groundwater investigations, slug
testing and
groundwater fate and transport modeling, UST site closures and
corrective action plans (CAP-A and CAP-B) for retail, commercial,
and private UST sites.

In the last 5 years, Whitaker Laboratory, Inc. has added
NPDES site monitoring to our vast array of construction support
services. We currently have on staff one Level I Georgia Certified Site
Inspector and two Level II Georgia Certified Site Inspectors for monitoring
private, commercial, institutional and governmental sites to aid general
contractors in maintaining best management practices (BMP’s) for erosion and
sediment controls within all of their projects involving land disturbance
activities.
